Training Strategy for Local Self-Government Employees adopted
At its session held 30/09/2010, the Government of the Republika Srpska agreed on the Training Strategy for Local Self-Government Employees (2011-2015), demonstrating its commitment to a systematic and sustainable approach to local government capacity development.
The strategy envisages the continuous improvement of knowledge and expertise of employees and elected officials in local self-governments, contributing to development of an efficient and professional local administration, strengthening of the client orientation, easier and accelerated development and European integration processes within the domain of local self-government responsibilities.
Priority target groups for training are heads of departments and heads of units, expert advisors, municipal assembly secretaries, independent expert associates and senior expert associates and inspectorate and utility police employees. Among the elected officials, the priority groups for training are newly elected mayors and deputy mayors, newly elected speakers and vice-speakers of municipal assemblies and newly elected members of municipal assemblies.
The Strategy was developed with the contribution of the representatives of local self-government units, the RS National Assembly, the RS Ministry of Administration and Local Self-Government, the RS Ministry of Finance, the RS Association of Municipalities and Cities, and the RS Civil Service Agency.
Its development was supported by the UNDP-managed Municipal Training System Project, funded primarily by the Swedish International Development Cooperation Agency (Sida). The project aims at instituting a sustainable model for capacity development and training of local government employees in BiH in order to bring about improvements in the quality of services provided to citizens.
