What have we accomplished so far and what we aim for in the near future
United Nations Development Programme BiH programmatic activities are guided by the United Nations Development Assistance Framework (UNDAF) 2010-2014 which has been endorsed by the BiH Council of Ministers and United Nations Country Team (UNCT). Consultations with senior key officials in the government and amongst the donor community indicate that the expected programme results will make strategic contributions to achievement of Millennium Development Goals (MDGS).
The United Nations Development Programme for 2010-2014 are streamlined trough the following sectoral issues which are carefully planned to assist the country to become a member of the European Union:

UNDP Key Results in 2011
Human Security and Justice:
-
Central registry for weapons movement control and the central database for risk analysis established and the community security forums established

Over 1,000 tons of conventional ammunition, high hazardous and cluster munitions destroyed and over 3,000 weapons disposed

National and 2 cantonal laws on free legal aid developed and endorsed by the governments and the national strategy for Transitional Justice for addressing the reparations, memorials and truth telling developed

Witness Support Offices established in Banja Luka and Sarajevo and over 400 witnesses assisted
-
Trial Monitoring and advanced education of police, judges and prosecutors on processing of gender based and sexual violence cases conducted to increase the effectiveness of response and trial capacities

National Risk Assessment, Needs Assessment and capacity development guideline developed for BiH institutions in order to develop effective disaster risk reduction mechanism.
Rural and Regional Development:
Infrastructure:

Electricity was brought to 72 families and 322 other will received it by 2012 in total of 17 municipalities.

17 infrastructure and construction projects implemented that resulted in improved living conditions, education and employment opportunities to 6,100 people in the municipalities of Srebrenica, Bratunac and Milići.
Income Generation:

1,100 fruit, dairy and poultry farmers received direct assistance through materials, training, certification and brokering with the buyer in 16 municipalities.

9 local SMEs directly supported in expanding their production and improving their competitiveness which will lead to better positioning of BiH products in domestic and international markets.

1 high capacity distribution center with 3 cold storage chambers constructed in the municipality of Foca-Ustikolina.

4 match-making conferences organized with total of 338 participants.
-
BiH Institute for Standardization was provided with necessary IT software to be connected with the EU Standardization Agency CEN.
-
LC-MS equipment provided to the Laboratory of Veterinary Faculty in Sarajevo.
Enhanced Project Planning and Management:
-
Integrated local development strategies covering economic, social and environmental sectors and aligned with municipal budgets were adopted by 23 municipalities, including financial and technical support for implementation of the priority projects.

Increased capacities of 20 municipalities in project cycle management via training and practical application of knowledge (learning by doing).
-
14 training from 8 priority areas identified within the entity training strategies for local governments were designed and delivered to over 1,000 local government employees and elected officials.
-
9 regional training localities were established in existing municipal premises, minor repairs of the premises were conducted and basic training equipment was provided to enable decentralized training delivery closer to local governments.

Social Inclusion and Democratic Governance:

First BiH high quality service network for unemployed youth, established through 16 Centres for information, training and counseling in public employment services.

More than 11 800 unemployed persons received different CISO services and trainings that increased their employability and 520 high school students further developed their entrepreneurship competencies through business case competitions.

Over 800 persons from 180 governmental, non governmental, academic and research institutions in 9 countries of South Eastern Europe were trained on how provision of electronic public services and its e-Accessibility component, reinforced by the UN Convention on the Rights of Persons with Disabilities, can be used to improve lives and secure human rights for persons with disabilities who constitute 10% to 15% of the population of SEE and are three times more likely than average to live below the poverty line

Involvement of four Religious communities in reducing stigma on HIV/AIDS and their committed work reached over 2500 people in 20 municipalities countrywide.

Institutionalization of control and prevention of tuberculoses in BiH continued in 2011 by establishing 21 units implementing National Tuberculoses Programme (NTPs). Furthermore, 1067 food and hygienic packages delivered to TB patients living in poor social and economic conditions.

Over 80,000 beneficiaries (school children, cultural workers, artists, entrepreneurs, tourism workers etc. ) participated in creative projects that have enriched their lives and enabled cross-entity cooperation on topics of inter-culturalism, cultural tourism and arts for understanding.

72 projects were prepared during the collaborative process with the 69 CSOs targeting close to 20,000 beneficiaries (direct and indirect). Culture, Education, Environment, Gender, Social inclusion, Voluntarism and Youth activities were part of implemented projects.

33 organizational units of 13 ministries (State and Entities level) were supported in developing their strategic plans accompanied with budgets. 11 ministries requested all units to be included in order to create a mid-term strategic plan for the whole ministry
Energy and Environment

United Nations Development Programme facilitated the process of the establishment of a Designated National Authority in BiH (DNA) that qualifies Bosnia-Herzegovina to participate in the Clean Development Mechanism (CDM) aiming at the reduction of greenhouse gases. So far two CDM projects have received a Letter of Approval by the DNA, which facilitates over € 300 mill. worth of direct foreign investment in BiH economy and will create employment for up to 1000 workers over the next 7 years.

United Nations Development Programme had an instrumental role in the development and adoption of the Law on the Fund for Environmental Protection and Energy Efficiency in Republika Srpska. The Law for the first time fully implements the “polluter pays” principal and creates conditions for increased and effective allocation of national resources in environment sector. This successful cooperation led to UNDP being asked by the authorities of the Federation of BiH and Brcko District to lead the process of harmonization of environmental fund legislation in country and its alignment with the EU acquis.

UNDP strengthened local level environment and energy efficiency strategic and action planning capacities of government, CSOs and citizens through facilitation of a participatory development of: 30 Local Environment Action Plans (LEAPs), 6 Sustainable Energy Action Plans (SEAPs), 11 Municipal Water-Supply Studies, 3 Initiatives for Biodiversity Protection and 3 Initiative on Sustainable Energy Resources Use (biomass).

In order to promote increase of energy efficiency and reduction of energy consumption in public buildings in BiH, UNDP has implemented 3 demonstrational, pilot energy efficiency projects in BiH. The seed investment of total USD 600.000 is resulting in annual environmental benefit of mitigating GHG emission in amount of 120 tCO2 and economic savings in energy costs worth USD 66.000. In parallel, energy management system in 10 BiH cities/municipalities in BiH was strengthened though introduction of a web-based application for monitoring and analyzing energy and water consumption in public buildings - Energy Management Information System (EMIS). So far more than 100 public buildings are registered in the system by the 10 EE teams established in local administrations.

United Nations Development Programme supported development of the first comprehensive national biomass policy document and establishment of the national Association for woody biomass. This was complemented with local level activities such as introduction of energy and environment issues in elementary school students curricula, training of 40 teachers from Srebrenica region on renewable energy and environment protection and 6 pilot projects of cleaning and repair of heating bodies in elementary schools in Srebrenica region which result in recorded mitigation of GHG emission in amount of 29 tCO2 and 20% of energy savings on annual level.

Total of 11,000 households or 50.000 citizens, including 200 returnee families, as well as 1,700 businesses and 1 health clinic, have new or improved access to clean and safe water as result of UNDP’s investment of USD 900.000 in 11 municipal water supply infrastructure projects, which at the same time savings generate annual saving of USD 300.000 in municipal costs for energy and infrastructure maintenance.
UNDP Delivery
Since 1996 the United Nations Development Programme BiH Country Office has delivered more than US$280 million of assistance. As the chart below illustrates, this includes US$196 million from 2001 – 2011, during which annual delivery rates were 90% of approved budgets. While UNDP finances some intervention activities with its core funds, the majority of funding comes from partnerships with donors who recognize UNDP as a reliable, strategic development partner.
Hereby, UNDP draws on its significant implementation capacity to effectively deliver programmes, its ability to serve as a neutral facilitator and broker between various institutional stakeholders, and on its expertise to ensure capacity building of the government. Between 2001 and 2011 UNDP BiH delivered US$196 million through its various human development programmes, with management costs of only 9.3% of this amount.
