After the successfull implementation of two phases, Reinforcement of Local Democracy (LOD) Project starts with its new cycle of activities at the beginning of June 2012.Reinforcement of Local Democracy III (LOD III) is a project funded by the European Union (EU) funds of the Instrument for Pre-accession Assistance (IPA) in the amount of 2,000,000 EUR, and implemented by the United Nations Development Programme in Bosnia and Herzegovina (UNDP BiH). As in the first two phases, the project goal is to contribute to democratic stabilization, reconciliation and further development of BiH through support to selected LSUs in establishing improved local authority/civil society relations and facilitating financing mechanisms for improved service delivery.

BiH municipalities have been invited to participate in a transparent and competitive process of LOD III partners’ selection. Guided by clearly defined criteria, final selection of project partners has been determined by the decision of the Project Board, consisting of representatives of BiH Ministry of Justice, CSOs, Delegation of the EU to BiH and UNDP. Partners on the project work together on transparent distribution of funds to local CSOs and participate in the monitoring process applying the LOD guidelines. Capacities of partner LSUs and CSOs in Project Cycle Management are further developed. LOD III also ensures a synergy with other UNDP local governance activities such as the Integrated Local Development Project (ILDP) and the Municipal Training System (MTS) Project.

Partner municipalities in LOD III Project are: Bosanska Krupa, Čapljina, Kozarska Dubica, Livno, Lukavac, Ljubinje, Novi Grad, Srbac, Stari Grad Sarajevo, Teslić and Žepče.

The following LSUs participated in the implementation of the first two phases of LOD Project: Banja Luka, Bihać, Bijeljina, Bugojno, Derventa, Doboj, Foča, Grad Sarajevo, Gradiška, Gračanica, Jablanica, Ključ, Laktaši, Ljubuški, Maglaj, Mrkonjić Grad, Novi Grad Sarajevo, Prijedor, Srebrenik, Široki Brijeg, Tešanj, Travnik, Trebinje, Tuzla, Velika Kladuša, Višegrad, Zavidovići, Zenica and Zvornik.

Objectives

  • Establishing permanent partnership between CSOs and local authorities by raising the awareness on mutual beneficial cooperation; 
  • Generating a unified and transparent mechanism for disbursing LSU’s budget funds designated for CSOs project activities; 
  • Encouraging CSOs to specialize and professionalize their activities by adopting a longer-term planning perspective, becoming more responsive to local needs and less dependent on current donor priorities.

Achieving these objectives will result in improved services and delivery to local citizens.
