eGovernment at the Council of Ministers BiH

Background

Key dimension of the Project is strengthening of eGovernment services through the use of information and communication technology (ICT) and of the public finance management system towards more complete, accountable, and transparent financial resources planning, management, auditing, and reporting. Specifically, the eGovernment project has been identified as one of the priorities of public administration reform (PAR) in BiH and consists of the following two components:

• eGovernment Component - The first project component will focus on the development of a comprehensive eGovernment system in the BiH Council of Ministers (CoM). The CoM has a tremendous need for making its structures and processes more efficient, which can be supported through the introduction of eGovernment concepts and systems, including re-engineering of the public administration business processes, communication and IT infrastructure, inter-operability, security, computerisation of basic registers, digitalisation of joint and specialised functions of the administration, other electronic services as well as Internet portals and public access points. While the implementation of concrete eGovernment services is the focus of this project, these services are expected to pave the ground for substantial organisational changes within BiH public sector structures.

• GRMS Component - The second project component concerns the development and implementation of a Grant Resources Management System (GRMS) in the State, RS and FBiH Ministries of Finance. The main focus of this component is on strengthening public resources management by supporting capacity-building for strategic planning and policy development. GRMS will support the BiH aid coordination system and national strategic planning efforts. One key aspect of strategic planning is to ensure that it is based on a more complete picture of resources available, and it therefore must include grants financing. Specifically, the system will enable the collection, registry, and reporting back to key stakeholders on the allocation, expenditure, and results of the given resources.

Objectives

The wider objective of this Project is to contribute to the development and promotion of eGovernment services that will increase the effectiveness, efficiency, and integration of government processes.

This Project is the first phase of a more comprehensive programme that intends to increase the efficiency of the CoM through the introduction and utilization of a comprehensive and crosscutting set of ICT tools and solutions, as well as through the necessary re-engineering of CoM business processes. As the programme’s first phase, the Project will contribute to:

- Enhanced efficiency of BiH Council of Ministers through the introduction of a networking system and basic communication and collaboration services that will interconnect all Ministries and departments within the CoM, and

- Enhanced capacity of the Government to manage grant resources. The aim is the establishment and successful functioning of a system for the registry and reporting of grants assistance made available to the public sector in BiH. This system should support and be compatible with the country's PFMS.

Purpose

- The establishment and successful functioning of a system for the registry, management, and reporting of grants assistance made available to the public sector in BiH. With expended scope, GRMS should link with already existing PFM systems – specifically, budget / treasury systems at all administrative levels, making the overall country’s PFM system more comprehensive and reliable.

- Decisions by appropriate authorities regarding (i) institutional location of the GRMS, (ii) commitment by the hosting institutions to the continued management and functioning of the GRMS

- Detailed BSP Study (system analysis and suggested improvements) approved
