Strengthening Capacities for Strategic Planning and Policy Development (SPPD)
About Project
The project assists selected ministries to develop the skills and procedures necessary to ensure the best use of public funds through support in strategic planning, policy development and public finance management.
BiH, like all other countries in Europe, has limited public resources. There is never enough money to pay for all activities. Therefore it is crucial for the Government to plan in a way that ensures that tax payers’ money is spent in the best possible way. To achieve this, the Government needs good, evidence based public policies and clearly defined strategic priorities, linked to the budget.
Using a mix of workshops and on-the-job mentoring, the project assists 13 ministries at the state and entity level to develop three-year strategic plans for their ministries including detailed activity plans with indicators, deadlines and related budgets. The project supports the development of evidence based public policies using examples that are chosen by the participating ministries. The project also assists ministries to formulate their budgets in a way that links every planned KM to a strategic objective.
“Most important to me was the fact that we worked on documents we actually use in the Ministry. This way you learn something new [and] … you apply it to your own work at the same time. Also, meeting colleagues from other sectors and all Government levels gives you a new perspective on your work and helps in getting an overall picture of the sector you are engaged in.” Mr. Edin Salihagic, Head of the Finance Department of the Ministry of Civil Affairs in Bosnia and Herzegovina
