Implementation of Gender Action Plan in BiH
Background
The opening of the talks with the EU on the Stabilization and Accession Agreement requires further legal and administrative reforms in order to bring Bosnia and Herzegovina closer to European integration. This also includes the prohibition of discrimination on the grounds of sex which forms a constitutive part of the EU Acquis Communautaire. Specific results achieved in BiH are related to strengthened coordination between the Gender Agency and entity Gender Centres, which result is foundation of the BiH Gender Coordination Board (GCB) as the model of best practice of coordination between the governments at state and entity level in the country. UNDP Country Office (CO) in Bosnia and Herzegovina supported the GCB in 5-year Strategy plan development which was followed up with development of the Gender Action Plan for Bosnia and Herzegovina. The Gender Action Plan is adopted by the Council of Ministers in 2006. The envisaged project aims at supporting governmental institutions (gender mechanisms and line ministries) and civil society in the implementation of the GAP (vertical and horizontal approach).
Objectives
1. Strengthening of gender institutionalization in BIH through support to capacity development of Gender institutional mechanisms and civil society organizations to pursue the implementation of Law on Gender Equality and implementation of Gender Action Plan (GAP);
2. Strengthening of the Regional network of Gender institutional mechanisms and civil society
3. A series of gender training for government and civil society
4. Organization of the Regional conference on gender and gender mainstreaming in view of EU accession process;
5. Development of comprehensive framework for Gender Action Plan implementation with key partners (BiH Gender institutional mechanisms, CSOs, UNGG, SIDA and DFID)
6. Regional and BiH Gender initiatives developed in close cooperation with other UN agencies
7. Development of UNDP BiH CO Gender Action Plan
Achievements and Expected Results
1. Strengthening of government and CSOs capacities for the responsibilities within the Gender Action Plan BiH implementation, through the series of gender trainings;
2. Promotion of the achievements of the UNDP BiH continual support to gender mainstreaming processes in BiH and in the region, and announcement of new gender initiatives, at the Regional conference on gender and gender mainstreaming in EU accession process;
3. Development of the comprehensive framework for Gender Action Plan implementation with key national and international partners.
4. New regional and BiH Gender initiatives development in close cooperation with other UN agencies
