National Human Development Report - The Ties That Bind: Social Capital in Bosnia and Herzegovina

Through the lens of social capital, the National Human Development Report, 2009, delves into the positive and negative effects of social capital for broader processes of democratisation, social inclusion and social cohesion in Bosnia and Herzegovina. The research examines membership of clubs, societies, organisations and associations in BiH, or ‘associational life.’ On the positive side, civil society is observed as providing the basis for more bridging and diverse social ties and, as such, is more inclusive. LOCAL GOVERNMENT TRAINING NEEDS ASSESSMENT REPORTS

The process of training needs assessment helps ensure that training provided by various local and international organizations corresponds to the full range of municipal responsibilities and their needs; that basic and priority capacities of all local employees are built; and that a systematic approach to continued learning and capacity improvement of local government officials is pursued.

TNA is the first step in developing a comprehensive training system as it identifies what is needed, when it is needed, and how it should be delivered.

There have been reports that government finances are facing difficulties, particularly in the Federation. This is unlikely to be helped by the removal of customs on EU goods. This does not provide a particularly favorable political environment for dealing with the economic crisis, whose impact will only be the worse, given the already high (real) unemployment rate, the degree of unused capacity in the economy, and the role played in economic activity by casual or part-time or temporary labor. The prospect of public dissatisfaction increasing as we enter the spring and finer weather seems realistic. » more
