Local authorities and international organizations signed Agreement on joint funding of the project of reconstruction of apartment block in Drvar urban zone

01/03/2006 - United Nations Development Programme (UNDP), Church World Service, Drvar Municipality, Canton 10 Government and Refugee Return Service signed the Agreement on joint funding of project of reconstruction of apartment block „Deveta“ in the Drvar urban zone. The implementation of this project started on March 1st 2006.

Total sum of 400,000 KM will be provided in 50-50 matching ratio by local authorities Drvar Municipality (100,000 KM) and Canton 10 Government (50,000 KM) and local civil society organization Refugee Return Service (50,000 KM) on one side, and international organizations United Nations Development Programme (100,000 KM) and World Church Service (100,000 KM) on the other.

Initiative for implementation of this project came from Drvar Local Action Group that is formed and acting within UNDP SUTRA Project and is comprised of one representative of Drvar Municipality, one representative of Association of Independent Entrepreneurs Progres and one representative of Refugee Return Service from Drvar. Project goal is to enhance return of displaced persons and refugees to urban zone of Drvar.

The project agreed on the basis of project concept of Drvar Local Action Group will be implemented by RRS Drvar. Total funds in the amount of 400,000 KM are provided by Drvar Municipality (100,000 KM), Canton 10 Government (50,000 KM), UNDP (100,000 KM), Church World Service (100,000 KM) and RRS (50,000 KM). Upon conducting needs assessment, LAG Drvar prepared project proposal and initiated a meeting with local authorities and international organizations active in Drvar Municipality.

Project of reconstruction of this apartment block situated in Drvar urban zone is unifying joint efforts of local authorities and international organizations with regards to return and reconstruction of dwellings destroyed during the war. Non-governmental organization Refugee Return Service (RRS) from Drvar is recommended to act as implementer of this project, on the basis of their long term engagement and experience in reconstruction projects and projects of return of refugees and displaced persons in Drvar and Canton 10.

SUTRA provides support to BiH authorities on central and local level to fully take over responsibility for return process from the international community. During first two phases of SUTRA, national authorities on central level took leading role in creating and adopting BiH wide return policy and, first time since signing Dayton Peace Accords, European Union determined its reconstruction priorities on the basis of methodology created by national authorities. During two phases of the programme implementation, SUTRA municipalities have successfully implemented reconstruction, took lead over beneficiary selection process, implementation of tender procedures, all in accordance with SUTRA efforts to make this process exclusive responsibility of municipalities.

On-going second phase of SUTRA Programme that will last until the end of this year, is funded by European Union (4 million Euro), national authorities through Return Fund (3 million Euro), Royal Netherlands Embassy (2, 1 million EURO) and UNDP (100,000 Euro), totaling to 9.2 million Euro.
